Public Statement Condemn the use of violence at Muang Pattani Police Stationแถลงการณ์ ประณามการใช้ความรุนแรงที่สภ.เมืองปัตตานี

Today, two bomb explosions occurred at the lawn in front of the Muang Pattani Police Station. First, the grenades were thrown by two unknown parties toward police officials who were attending the morning anthem causing one death and more than 40 injuries among the officials. One police official, Major Col. Kumanthana Banchamana (woman), Inspector of Civil Affairs, suffers severe injuries. Then on the same day, a car bomb occurred around 10.30 at the parking lot 20 meters away from the Muang Pattani Police Station causing five injuries including innocent passersby. The grave incidences happened despite the strong measures meted out by the Army Region 4 Forward including the inspection of all passing vehicles. All vehicles in the Deep South are required to carry stickers issued by the army.
It was yet another inhumane incidence to discredit the police as law enforcement officers who are supposed to protect people’s lives and properties. It shall instigate more anger and induce vengeance as well as cause deeper mistrust between the officials and local people.

จากเหตุระเบิดที่เกิดขึ้นสองครั้งเมื่อช่วงเช้าวันนี้บริเวณลานหน้าสภ.เมืองปัตตานี โดยคนร้ายไม่ทราบฝ่าย ๒ คนขว้างระเบิดใส่เจ้าหน้าที่ตำรวจซึ่งกำลังเข้าแถวเคารพธงชาติ จนทำให้เจ้าหน้าที่เสียชีวิต ๑ นายบาดเจ็บกว่า ๔๐ นายทั้งนี้ผู้ได้รับบาดเจ็บสาหัสรายหนึ่งเป็นหญิง คือพ.ต.ต.หญิง กุมัณฐนา เบญจมานะ สารวัตรงานกิจการพลเรือนตำรวจภูธรจังหวัดปัตตานี อีกทั้งยังได้เกิดเหตุระเบิดคาร์บอมซ้ำอีกครั้งเมื่อเวลาประมาน ๑๐.๓๐น. บริเวณลานจอดรถห่างจากสภ.เมืองปัตตานีเพียง ๒๐ เมตร ส่งผลให้มีผู้บาดเจ็บ ๕ ราย โดยทั้งหมดเป็นประชาชนผู้บริสุทธิ์ซึ่งสัญจรไปมาในบริเวณนั้น โดยเหตุดังกล่าวเกิดขึ้นทั้งที่กองทัพภาคที่ ๔ ส่วนหน้า ได้มีมาตราการเข้มงวดในการตรวจรถต้องสงสัยทุกคันโดยการออกระเบียบให้ติดสติ๊กเกอร์ยานพาหนะที่ใช้ในจังหวัดชายแดนภาคใต้ทุกคัน
เหตุการณ์ที่เกิดขึ้นจึงเป็นการจงใจแสดงให้เห็นถึงความโหดร้ายทารุณ และความต้องการลดทอนความน่าเชื่อถือของเจ้าหน้าที่ตำรวจในฐานะที่มีหน้าที่ปกป้องคุ้มครองชีวิต และทรัพย์สินของประชาชน อีกทั้งยังเป็นการยั่วยุให้เกิดให้ความโกรธแค้น และสร้างความหวาดระแวงในระหว่างเจ้าหน้าที่รัฐและประชาชนมากยิ่งขึ้น
Working Group on Justice for Peace would like to convey our deepest sorrows to the families of those who have died or got injured including public officials and other people as well as to Forward Royal Thai Police Operations Center. We condemn the perpetrators and the mastermind of these heinous actions against innocent lives.
WGJP also want to put forward the following demands to the Forward Internal Security Operations Command Region 4 and all sectors;
1.An inquiry into the incidences has to begin based on fairness. We urge that all those witnessing the events cooperate with the officials in order to bring to justice the perpetuators while effective witness protection is put in place.
2.Rather than militaristic tactics, the state should rely on political means to solve the problems through public participation. Officials at all levels shall exercise their genuine belief in nonviolence and the rule of law, open spaces for dialogue with people from all sectors in order to get to hear problems from them and to allow them to have a role in solving their own problems.
3.The ISOC Region 4 has to explain clearly to public why explosive materials could get through stringent search and security measures.
4.People in the Southern border provinces should reiterate their stand against violence from any party. All parties should be demanded to stand down from any action that cause harm to lives and properties of innocent people including officials and civilians.
WGJP would like to convey our moral support to all public officials who have been performing their role with patience and tolerance to uphold the rule of law and nonviolence. Justice shall not prevail; trust and peace shall not reign, should there be no mutual trust and genuine participation from local people.

คณะทำงานยุติธรรมเพื่อสันติภาพขอแสดงความสียใจอย่างสูงต่อครอบครัวของผู้เสียชีวิต และผู้บาดเจ็บ ทั้งเจ้าหน้าที่รัฐและประชาชนทั่วไป รวมถึงศูนย์ปฏิบัติงานตำรวจจังหวัดชายแดนภาคใต้ และขอประณามผู้กระทำผิด รวมถึงผู้ที่อยู่เบื้องหลังการใช้ความรุนแรงต่อผู้บริสุทธิ์
คณะทำงานฯขอเรียกร้องต่อรัฐบาล โดยเฉพาะกองอำนวยการรักษาความมั่นคงภายในภาค ๔ ส่วนหน้า และทุกภาคส่วน ดังนี้
1.ขอให้มีการสืบสวนสอบสวนเหตุการณ์ดังกล่าวอย่างเป็นธรรม โดยขอให้ผู้พบเห็นเหตุการณ์ร่วมมือในการให้ข้อมูลต่อเจ้าหน้าที่ เพื่อสามารถนำตัวผู้กระทำผิดมาเข้าสู่กระบวนการยุติธรรม ภายใต้การคุ้มครองพยานที่มีประสิทธิภาพ
2.รัฐบาลต้องต้องดำเนินนโยบายการแก้ปัญหาโดยใช้การเมืองนำการทหารอย่างจริงจัง โดยการมีส่วนร่วมของประชาชน โดยเจ้าหน้าที่รัฐทุกระดับต้องแสดงความจริงใจในการใช้สันติวิธี และหลักนิติธรรมในการแก้ไขปัญหา ควรเปิดพื้นที่ของการพูดคุยกับประชาชนทุกภาคส่วน เพื่อสะท้อนปัญหาของประชาชน และให้ประชาชนมีส่วนร่วมในการแก้ปัญหาของตนเอง
3.กองอำนวยการรักษาความมั่นคงภายในภาค ๔ ต้องชี้แจงประชาชนต่อการที่รถบรรทุกวัตถุระเบิดซึ่งสามารถผ่านการตรวจของเจ้าหน้าที่ทั้งที่ได้มีมาตราการในการรักษาความปลอดภัยอย่างเคร่งครัด
4.ประชาชนในจังหวัดชายแดนภาคใต้ ควรแสดงจุดยืนในการปฏิเสธความรุนแรงจากทุกฝ่าย และเรียกร้องให้ทุกฝ่ายยุติการกระทำใดอันเป็นการละเมิดต่อชีวิต และทรัพย์สินของผู้บริสุทธิ์ ไม่ว่าจะเป็นเจ้าหน้าที่รัฐ หรือประชาชนทั่วไป
คณะทำงานยุติธรรมเพื่อสันติภาพ ขอเป็นกำลังใจให้เจ้าหน้าที่ทุกท่านซึ่งปฎิบัติหน้าที่ด้วยความอดทน อดกลั้น ยึดหลักนิติธรรม และแนวทางสันติวิธีอย่างเคร่งครัด ด้วยความเชื่อมั่นว่าความยุติธรรมจะฟื้นคืนความไว้เนื้อเชื่อใจในหมู่ประชาชน และสันติภาพย่อมไม่อาจเกิดขึ้นได้โดยปราศจากความไว้วางใจ และการมีส่วนร่วมของประชาชนอย่างแท้จริง
