The Working Group on Justice for Peace (WGJP) was founded in June 2006 as a network of human rights and peace activists to strengthen non-violent efforts to protect human rights, to promote access to justice, and to end impunity. WGJP engages in human rights monitoring and advocacy while encouraging grassroots activism and supporting victims of human rights violations in their fight for justice. In December 2009, WGJP was successfully registered as a Foundation with the Bangkok Metropolitan Authority, then later changed its name to Justice for Peace Foundation.

JPF believes that respect for human rights and the rule of law is a necessary condition to reduce violent conflict and to build peace in conflict areas.

JPF believes that the main catalysts for change are communities themselves and therefore focuses much of its energy and resources on community empowerment.

JPF’s objectives are to raise public awareness on issues of justice and the rule of law, human rights, and international human rights standards; to strengthen the capacity of victims and their family members to fight for justice and of communities to protect human rights using non-violence; and to advocate nationally and internationally for the Thai government to address human rights violations and digressions from the rule of law in order to end impunity and provide remedies to victims and their families.

JPF works towards the goals of greater political will within government to address human rights and justice issues, greater pressure through concerted action from various sectors of society and greater protection for those seeking justice. JPF works towards these goals through networks of advocates of human rights and non-violence, support through coalition of allies, and mobilization of communities based on norms of human rights.

Strategies

a. Holistic Human Rights Advocacy

JPF focuses on extending international human rights norms to the grassroots level by defending human rights, monitoring abuses and empowering communities with skills, knowledge, protection and solidarity. JPF works at the local, national and international level to implement a holistic human rights advocacy strategy. JPF believes efforts at all levels are necessary in order to develop the political will to protect human rights and prevent violations.

b. Local level : Empowerment of civil society and support for victims

JPF conducts community education and capacity-building in information gathering, documentation, and reporting through human rights and legal training, and support for in-field volunteers, and skills training, exchange programs, exposure trips for youth. JPF provides victim assistance in the form of rehabilitation workshops, establishing networks of victims, trial observation, fundraising for families and exchanges with victims from other countries, and negotiates with local authorities though urgent action appeals and lobbying.

c. National level : Development of political will and awareness-raising

JPF engages with government and security agencies, reports rights violations to the National Human Rights Commission, the police and the Ministry of Justice; networks with national and international media through press releases and statements; and conducts public seminars and campaigns on human rights issues such as disappearances, torture, and victims’ rights. As JPF sees weaknesses or failures of institutions related to justice, it aims to do advocacy work at the national level for institutional reforms.

d. International level : Support, protection and solidarity

JPF provides information and reports to diplomatic missions, INGOs, Special Rapporteurs and the UN Human Rights Council; engages in international networks in support of assistance for victims, urgent action appeals and other campaigns; and participates in international conferences and seminars.คณะทำงานยุติธรรมเพื่อสันติภาพก่อตั้งขึ้นเมื่อเดือนมิถุนายน 2549 โดยเป็นเครือข่ายนักกิจกรรมด้านสิทธิมนุษยชนและสันติภาพเพื่อส่งเสริมการไม่ใช้ความรุนแรงและคุ้มครองสิทธิมนุษยชน รวมทั้งเพื่อส่งเสริมการเข้าถึงความยุติธรรมและยุติการลอยนวลพ้นผิด คณะทำงานยุติธรรมเพื่อสันติภาพทำหน้าที่ติดตามสถานการณ์และรณรงค์ด้านสิทธิมนุษยชน พร้อมกับส่งเสริมนักกิจกรรมระดับรากหญ้าและให้ความสนับสนุนผู้เสียหายจากการละเมิดสิทธิมนุษยชนในการต่อสู้เพื่อให้ได้รับความยุติธรรม ในเดือนธันวาคม 2552 คณะทำงานยุติธรรมเพื่อสันติภาพได้จดทะเบียนเป็นมูลนิธิกับสำนักงานเขตที่กรุงเทพมหานคร และต่อมาได้เปลี่ยนชื่อเป็น มูลนิธิยุติธรรมเพื่อสันติภาพ

มูลนิธิยุติธรรมเพื่อสันติภาพเชื่อว่าการเคารพสิทธิมนุษยชนและหลักนิติธรรมเป็นเงื่อนไขจำเป็น เพื่อลดความขัดแย้งที่รุนแรงและสถาปนาสันติภาพในพื้นที่ที่มีความขัดแย้ง

มูลนิธิยุติธรรมเพื่อสันติภาพเชื่อว่าปัจจัยสำคัญที่จะนำไปสู่การเปลี่ยนแปลงคือตัวชุมชนเอง จึงให้ความสำคัญและทุ่มเททรัพยากรเพื่อส่งเสริมความเข้มแข็งของชุมชน

มูลนิธิยุติธรรมเพื่อสันติภาพมีวัตถุประสงค์เพื่อสร้างจิตสำนึกสาธารณะเกี่ยวกับประเด็นความยุติธรรมและหลักนิติธรรม สิทธิมนุษยชนและมาตรฐานสิทธิมนุษยชนระหว่างประเทศ ส่งเสริมศักยภาพของผู้เสียหายและสมาชิกในครอบครัวที่ต่อสู้เพื่อความยุติธรรม และช่วยให้ชุมชนปกป้องสิทธิมนุษยชนโดยใช้สันติวิธี และการรณรงค์ทั้งในประเทศและระหว่างประเทศเพื่อให้รัฐบาลไทยแก้ปัญหาการละเมิดสิทธิมนุษยชนและการละเลยต่อหลักนิติธรรม เพื่อยุติการละเว้นโทษและให้การเยียวยากับผู้เสียหายและครอบครัว

มูลนิธิยุติธรรมเพื่อสันติภาพมีเป้าหมายส่งเสริมให้ภาครัฐมีเจตจำนงทางการเมืองที่หนักแน่นขึ้นในการแก้ปัญหาสิทธิมนุษยชนและความยุติธรรม โดยกระตุ้นให้ภาคส่วนต่าง ๆ ในสังคมสร้างแรงกดดัน และให้มีการคุ้มครองต่อผู้แสวงหาความยุติธรรมมากยิ่งขึ้น มูลนิธิยุติธรรมเพื่อสันติภาพมุ่งทำงานเพื่อบรรลุเป้าหมายเหล่านี้โดยผ่านเครือข่ายนักรณรงค์ด้านสิทธิมนุษยชนและการไม่ใช้ความรุนแรง การสนับสนุนจากเครือข่ายพันธมิตร และการจัดตั้งชุมชนตามบรรทัดฐานของสิทธิมนุษยชน

ยุทธศาสตร์

1) การรณรงค์สิทธิมนุษยชนอย่างเป็นองค์รวม

มูลนิธิยุติธรรมเพื่อสันติภาพเน้นการปรับใช้บรรทัดฐานสิทธิมนุษยชนระหว่างประเทศในระดับชุมชน เพื่อคุ้มครองสิทธิมนุษยชน ติดตามสถานการณ์การละเมิดสิทธิ และสร้างความเข้มแข็งให้ชุมชนมีทักษะ ความรู้ การคุ้มครอง และความเป็นเอกภาพ มูลนิธิยุติธรรมเพื่อสันติภาพทำงานทั้งในระดับประเทศและระหว่างประเทศ ตามยุทธศาสตร์รณรงค์สิทธิมนุษยชนอย่างเป็นองค์รวม โดยเชื่อว่าการทำงานในทุกระดับเป็นสิ่งจำเป็นเพื่อส่งเสริมเจตจำนงทางการเมืองในการคุ้มครองสิทธิมนุษยชนและป้องกันการละเมิดสิทธิ

2)ระดับท้องถิ่น : การสร้างความเข้มแข็งให้ภาคประชาสังคมและการสนับสนุนผู้เสียหาย

มูลนิธิยุติธรรมเพื่อสันติภาพจัดกิจกรรมให้ความรู้และส่งเสริมทักษะการเก็บข้อมูล การพัฒนาระบบฐานข้อมูล และการรายงานโดยผ่านการอบรมด้านสิทธิมนุษยชนและกฎหมาย ให้การสนับสนุนอาสาสมัครในพื้นที่ และการฝึกทักษะ โครงการแลกเปลี่ยนและการศึกษาดูงานสำหรับเยาวชน มูลนิธิยุติธรรมเพื่อสันติภาพให้ความช่วยเหลือผู้เสียหายทั้งการจัดอบรมด้านการฟื้นฟู การจัดตั้งเครือข่ายผู้เสียหาย การสังเกตการณ์คดี การระดมทุนให้ครอบครัว กิจกรรมแลกเปลี่ยนประสบการณ์กับผู้เสียหายจากประเทศอื่น ๆ มีการเจรจากับหน่วยงานในพื้นที่และมีปฏิบัติการเร่งด่วนรวมทั้งการล็อบบี้

3) ระดับประเทศ : การส่งเสริมเจตจำนงทางการเมืองและการสร้างความตระหนักรู้

มูลนิธิยุติธรรมเพื่อสันติภาพทำงานกับหน่วยงานของรัฐและหน่วยงามความมั่นคง รายงานการละเมิดสิทธิให้คณะกรรมการสิทธิมนุษยชนแห่งชาติทราบ รายงานข้อมูลให้ตำรวจและกระทรวงยุติธรรม ทำงานกับเครือข่ายสื่อมวลชนทั้งในประเทศและระหว่างประเทศ โดยมีการจัดทำใบแถลงข่าวและแถลงการณ์ การจัดสัมมนาและการรณรงค์ด้านสิทธิมนุษยชน ทั้งในเรื่องการสูญหายของบุคคล การทรมานและสิทธิของผู้เสียหาย ด้วยเราตระหนักถึงความอ่อนแอหรือความล้มเหลวในระดับองค์กรที่ทำงานด้านการอำนวยความยุติธรรม มูลนิธิยุติธรรมเพื่อสันติภาพจึงมีเป้าหมายรณรงค์ระดับประเทศเพื่อการปฏิรูปองค์กร

4)ระดับระหว่างประเทศ : การสนับสนุน การคุ้มครอง และความเป็นเอกภาพ

มูลนิธิยุติธรรมเพื่อสันติภาพจัดส่งข้อมูลและรายงานให้กับตัวแทนทางการทูต องค์กรพัฒนาเอกชนระหว่างประเทศ ผู้รายงานพิเศษและคณะมนตรีสิทธิมนุษยชนแห่งองค์การสหประชาชาติ ร่วมมือกับเครือข่ายระหว่างประเทศเพื่อให้การสนับสนุนกับผู้เสียหาย การทำจดหมายรณรงค์แบบเร่งด่วนและการรณรงค์อื่น ๆ และเข้าร่วมในการประชุมและสัมมนาระหว่างประเทศ
