The Coalition to Stop the Use of Child Soldiers and the Justice For Peace Foundation would like to invite you to the launch of their joint report \u2018Priority to protect: Preventing children\u2019s association with village defence militias in southern Thailand,\u2019 at the Foreign Correspondents Club Thailand (FCCT) in Bangkok on 3 March 2011 from 1-4 pm.<\/p>\n
The Coalition and JPF will present findings of joint research carried out in four provinces in southern Thailand – Narathiwat, Pattani, Songkhla and Yala – from April to July 2010. These findings were shared with the Government of Thailand in November 2010 and their responses have been incorporated in the report. The report contains detailed recommendations which could form the basis for a more comprehensive governmental strategy to protect children affected by armed violence in southern Thailand.<\/p>\n
Children have come under attack by all sides in the situation of armed violence in southern Thailand. Children have been victims of bombings, unlawful killings and other violent attacks by armed groups opposing the government. Armed groups are reportedly continuing to recruit and use children to carry out violent attacks. On occasion children have also been victims of lethal force and unlawful killings by the Thai security forces. They have been arbitrarily detained under Thailand\u2019s security legislation currently in force in the south. Access to education has been severely disrupted by the targeting of government schools and teachers by the armed groups and by the occupation of schools by the Thai security forces.<\/p>\n
Research conducted by the Coalition and JPF shows that boys under the age of 18 are associated with government-established civil defence militias known as Chor Ror Bor (village defence volunteers). Chor Ror Bor, one of the government-established village defence militias, is a national institution, but particularly prevalent in southern Thailand, where they form a part of the government\u2019s counter-insurgency efforts against armed groups.<\/p>\n
The government of Thailand has taken some steps to prohibit formal association of children with the Chor Ror Bor. However, more needs to be done to ensure that children do not enlist or otherwise be informally associated with their village defence militia.<\/p>\n
